Training opportunities are available through the NOHS in the following traffic safety areas: accident investigation, child passenger safety (CPS), drug recognition expert (DRE), in-car camera, motorcycle rider, radar, and standard field sobriety testing.

Prior to completing a mini-grant contract every state, county, community, law enforcement agency, organization, etc. eligible to apply and receive federal funding must read and comply with the guidelines of the Grant Contract Proposal Application Guide and Policies and Procedures document.

CHILD PASSENGER SAFETY (CPS) TECHNICIAN

Participants should be prepared for the physical activity required for installing child safety seats. Students take both written and hands-on tests and participate in a child safety seat check-up event. At the check-up event, students must effectively communicate and demonstrate proper installations to the public.

The training is for law enforcement, nurses, school bus drivers, community health educators, daycare providers, parents, dealership staff, and others that work with or provide information about child safety seats. At the conclusion of the training, certification is obtained through the National SAFE KIDS Campaign. Recertification is required every two (2) years through an on-line test and child safety seat sign-off.

The Nebraska Child Passenger Safety (CPS) Technical Update is the only annual meeting held in Nebraska dedicated solely to critical issues relating to the safe transportation of children. Technician recertification and nursing CEU’s will be available for participants.

The Nebraska Department of Motor Vehicles (DMV) has adopted as its basic motorcycle education course, the Motorcycle Safety Foundation beginning rider course entitled “MSF: Basic RiderCourse (BRC).” This course provides for a minimum of 14 hours of motorcycle instruction with at least 4 hours of classroom instruction and at least 10 hours of actual range time riding motorcycles. The course integrates the classroom instruction and the range driving such that following classroom instruction, the concepts are applied to and practiced on the range. The basic course includes the following topics:

Location of the controls and pre-ride procedures.
Balance and control of the motorcycle.
Riding skills and evasive maneuvers.
Safety equipment and procedures.
Effects of alcohol and drugs while operating a motorcycle.

Successful completion of any of the courses listed below will allow the graduate to have the DMV examiner waive both the written and drive tests when application is made to obtain a license to operate a motorcycle. Course graduates may also be eligible for lower insurance rates. Enrollment is limited and courses often fill quickly, so register early. INTERMEDIATE ACCIDENT INVESTIGATION

This course is 40 hours in length and emphasizes evidence identification, collection, and preservation. As part of this course, the students are introduced to the concepts of the mathematical computations involved in traffic accident investigation.

This training is sponsored by the NOHS and offered through the Nebraska Law Enforcement Training Center. Contact the Nebraska Law Enforcement Training Center at 308/385-6030 for registration information.

ADVANCED ACCIDENT INVESTIGATION

This course is a 40 hours in length and is a continuation of the principals covered in Intermediate Accident Investigation. Students will learn the principles of physics that apply to the process of accident investigation and more complex mathematical concepts to apply those principles.

IN-CAR CAMERA

This course is eight (8) hours in length and provides law enforcement officers the necessary training to effectively operate an in-car camera. The course covers the legal and procedural use of in-car camera systems.

RADAR CERTIFICATION

This course provides the most recent National Highway Traffic Safety Administration’s curriculum. The course is to certify new operators in radar operations for speed enforcement and court testimony. All courses are held at the Nebraska Law Enforcement Training Center in Grand Island, Nebraska.

RADAR RECERTIFICATION

The National Highway Traffic Safety Administration recommends that radar operators receive periodic update training in the principles, concepts and operation of traffic radar. Eight (8) hours of recertification training is recommended every four (4) years for radar operators. Radar recertification training is offered via CD-Rom.

STANDARD FIELD SOBRIETY TESTING (SFST)

The SFST training was developed to ensure consistency in the content, delivery, and application of field sobriety testing. During the 24-hour training program, law enforcement officers learn: 1) How to recognize behavior that points toward impaired driving; 2) The importance of the SFST battery, and how to properly administer the tests. This is reinforced through the use of two (2) alcohol workshops; 3) When to make an impaired driving arrest; 4) How to write accurate and detailed reports; and, 5) How to give clear and convincing testimony.

DRUG RECOGNITION EXPERT (DRE)

The DRE training is for law enforcement officers who are proficient in administering Standard Field Sobriety Tests and are active in DWI enforcement. The training enables participants to distinguish if an individual is under the influence of a drug(s) other than alcohol, under the combined influence of alcohol and other drugs, and to identify the broad category or categories of drugs inducing the observable signs of impairment.

The training consists of a 2-Day DRE Pre-School, Certification Training that lasts seven (7) days and field certifications. The training is sponsored by the NOHS in the fall of each year.
